For me a successful deck has to be based on a philosophy that I can relate to on a personal level, the inherent correspondences have to be unambiguous, and the symbols conducive to the way I use tarot
If the artwork in wonderful, that is a bonus
As Celeste recently pointed out, think how boring this world would be if we all liked the same thing and thought the same way
