Some thoughts I had: 1
[u]General Situation ~ 9 of pentacles[/u] Currently his general situation seems pleasant enough, at least physically, in the practical, earth- related realm
Looking at this card, one would imagine he does not have major financial problems at the moment (however, this doesn't seem like an accurate portrayal of someone who has been "on and off with work for some time now
") Perhaps, as you say, it refers to potential or possibly to his ultimate goal

[u]What is influencing the present situation
~ 2 of Wands[/u] The man in this card is trying to balance two competing objects, ideas, or people
He has the power to decide between two alternatives but is having trouble coming to a decision
He is not sure which way to turn
He cannot see a way to balance or blend the two alternatives
Because this is a wand, the dilemma is likely to be at a spiritual level (fire)
It is a two and therefore probably not a huge problem
Originality and creativity are needed to come up with a solution

[u]What is blocking you ~ 5 of Swords[/u] In his mind (swords) he is uncertain about whether to act in his own self-interest, perhaps even uncertain about what his own self-interest would be
There is a sense of struggle and discord
Additional study and learning may be needed for him to get the type of work he wants
If I understand HH's system correctly, this represents a mental block of moderate magnitude (5)

[u]Outcome/future possibilities ~ The World[/u] Hard to beat this! Fulfillment is indicated as well as integration of skills, ideas, or desires
The dilemma seen in the 2 Wands is solved
The mental block is overcome
All things work together in the end
