The chapters are rearranged every time the deck is shuffled
Tarot is one of the never-ending stories! In some decks that story has a definitive theme, such as we witness in the Kalevala Tarot or Legend: The Arthurian Tarot
Others have an initiatory story, such as the Golden Dawn Tarot Deck or Tarot of Ceremonial Magick
In some decks the theme is:- the iconography, as we see in Waite-Smith's deck
Some decks the story is cultural mandated, as in the Ukiyoe, the Etruscan, and the Olympus Tarots
The story is a journey, and the journey is facilitated by the cards
